A.    PROFIL DIVISI SDM PT TASPEN (Persero)

Manajemen sumber daya manusia (MSDM) adalah rancangan sistem-sistem formal dalam sebuah organisasi untuk memastikan penggunaan bakat manusia secara efektif dan efisien guna mencapai tujuan-tujuan organisasional.  Tidak peduli apakah perusahaan tersebut merupakan sebuah perusahaan besar yang memiliki 10.000 karyawan atau organisasi nirlaba kecil yang memiliki 10 karyawan, tetap saja karyawan-karyawan tersebut harus dibayar, yang berarti dibutuhkan sebuah sistem kompensasi yang baik dan sah. (Faustino, 2003:10)

Pada PT TASPEN (Persero) Divisi Sumber Daya Manusia merupakan salah satu divisi di PT TASPEN (Persero) yang kegiatan utamanya adalah menyiapkan rencana strategis Sumber Daya Manusia (SDM), mengembangkan kompetensi dan karir, sistem kompensasi, prosedur pengelolaan serta sistem informasi Sumber Daya Manusia yang handal. Bagi PT TASPEN (PERSERO) SDM merupakan asset yang sangat penting bagi Perusahaan sebagai Human Capital , oleh sebab itu Divisi SDM membangun sistem  standar yang digunakan untuk menjadikan karyawan yang ber integritas, berkualitas dan professional di bidangnya dengan pengembangan karyawan yang bersifat komprehensif dan terintegrasi.

PT TASPEN (PERSERO) menyadari  sepenuhnya bahwa SDM merupakan aset penting bagi Perusahaan untuk meningkatkan kinerja Perusahaan, oleh karenanya PT TASPEN (PERSERO) secara berkesinambungan mengembangkan dan mendukung sepenuhnya atas peningkatan kualitas SDM yang ada, yaitu dengan membangun sistem pengelolaan kebijakan SDM dengan menerapkan suatu sistem standar yang digunakan untuk menjadikan karyawan yang berintegritas, berkualitas dan profesional dibidangnya baik dalam sikap, pengetahuan dan keahlian dengan pengembangan karyawan yang bersifat komprehensif dan terintegrasi dan diharapkan dapat meningkatkan kinerja perusahaan.

Sejak tahun 2008, Pengelolaan SDM PT TASPEN (PERSERO) telah  mengimplementasikan  sistem Manajemen Sumber Daya Manusia Berbasis Kompetensi (MSDM-BK). Terdapat 5 (lima) Kerangka dalam sistem MSDM-BK :
1.   Manajemen Kinerja dengan Penilaian Kinerja Berbasis Kompetensi (SMK);
2.   Kompetensi     Individu     (Soft dan Hard Competency);
3.   Pendidikan dan Pelatihan Berbasis Kompetensi;
4.   Sistem Karir;
5.   Sistem Kompensasi (Remunerasi 3P).

Manajemen Sumber Daya Manusia Berbasis Kompetensi  mampu  menterjemahkan  visi,  misi dan tata nilai perusahaan menjadi kebutuhan kompetensi perusahaan ke dalam kebutuhan kompetensi jabatan dan kebutuhan kompetensi individu/karyawan. Oleh karenanya menggunakan pendekatan MSDM-BK akan lebih mudah dan praktis   dalam   menjalankan  fungsi   manajemen SDM,  seperti   penyusunan  jalur karir,  rencana karir, analisis kebutuhan pelatihan karyawan, pengukuran  kompetensi  individu, rekrutmen, seleksi  dan   promosi   yang  semuanya  disusun berdasarkan tingkat kebutuhan kompetensinya. Setelah melakukan analisa lingkungan eksternal dan internal, maka disusun strategi PT TASPEN (PERSERO). Strategi ini dituangkan dalam Rencana Jangka Panjang Perusahaan (RJPP). Strategi tersebut diterjemahkan dalam aktivitas dan bisnis model yang diwadahi dalam organisasi PT TASPEN (PERSERO) melalui proses desain organisasi.

B.     TUGAS DAN TANGGUNG JAWAB DIVISI SDM PT TASPEN (Persero)

Divisi Sumber Daya Manusia berdasarkan Peraturan Direksi Nomor: PD-11/DIR/2012 tanggal 8 Agustus 2012 Tentang Struktur Organisasi , memilik tugas dan tanggungjawab sebagai berikut :

1. Perumusan rencana, kebijakan dan strategi SDM sesuai dengan arah strategis bisnis perusahaan dan UU
2. Analisis dan evaluasi dalam rangka menentukan tingkat kebutuhan optimal SDM baik dalam jumlah maupun kualitas
3. Perumusan kebijakan serta metoda pengembangan kompetensi SDM perusahaan dalam memenuhi kebutuhan perusahaan jangka pendek maupun panjang
4. Perumusan kerangka dasar program kegiatan pendidikan dan pelatihan dalam rangka memenuhi kebutuhan perusahaan dan pengembangan karir
5. Pengembangan sistem kompensasi termasuk remunerasi dan manfaat yang berorientasi kepada prestasi dan kontribusi
6. Perumusan prosedur pengelolaan SDM antara lain meliputi penerimaan karyawan, penempatan, pengangkatan, orientasi, penilaian, pengembangan karir, hubungan karyawan, mutasi, penugasan diluar perusahaan, tenaga outsourching baik langsung maupun pihak ketiga.

8. Pengelolaan kegiatan Hubungan Industrial Perusahaan, yang meliputi penyelesaian Isu-Isu ketenagakerjaan, evaluasi Perjanjian Kerja Bersama (PKB) dan peraturan pelaksanaan (SKD) dari PKB dan penyelesaian perselisihan ketenagakerjaan
9. Pencapaian kinerja di unit kerjanya
10. Penyusunan laporan unit kerja
11. Penyusunan RKA, POA, dan evaluasi SOP unit kerja
12. Penyelesaian tindak lanjut temuan audit internal maupun eksternal di lingkungan unit kerjanya
13. Pembinaan dan peningkatan mutu karyawan di lingkungan unit kerjanya

C.    PROGRAM KERJA DIVISI SDM PT TASPEN (Persero)

1)      Optimalisasi hasil usaha melalui optimalisasi pendapatan iuran, pendapatan investasi,  pengelolaan aset dan efektivitas biaya

2)      Penyempurnaan ketentuan/ peraturan SDM

3)      Akurasi Database karyawan

4)      Terpenuhinya tenaga SDM yang kompeten di bidangnya dan memiliki wawasan global.

5)      Standarisasi jumlah Karyawan setiap Unit Kerja

6)      Optimalisasi fungsi perpustakaan
